Wharton-Smith provided General Contracting services for the first two of six phases for the City of Statesville’s Municipal Operations Center project. The site is occupied by numerous City departments including Electric Utilities, Stormwater Utilities, Water & Sewer Maintenance, Streets, Sanitation, Garage-Fleet Maintenance, Finance, and Warehousing.

The initial phases included construction of several pre-engineered metal buildings: a 5,298 SF covered parking structure for lite vehicle maintenance, a 6,678 SF storage building, and a 20,692 SF vehicle maintenance garage with 10 bays equipped with multiple vehicle lifts, a 5-ton crane, and 187.5 KVA backup generator.

A new 18,837 SF, two-story building was constructed to house the Electric Utilities Department offices and operations. Conventionally built with steel and concrete, the back wall of the building was constructed as a cast-in-place concrete basement wall. This helped integrate the building into the natural topography of the site which has 50+ feet of fall over the entire site. The building is also designed for 24/7 emergency operations in the event of a major power outage equipped with 375 KVA watt backup generator, communications systems, a full commercial kitchen, employee dining space, locker rooms, and showers.

Extensive site work was necessary with the significant change in topography over the site. In all, we moved over 137,000 cubic yards of dirt and also created a detention pond sized to handle all future phases of expansion.

As a testament to the quality project we delivered and our strong relationship with the City, Wharton-Smith was awarded the remaining phases of the master plan as a Design-Build project with all phases slated to be delivered by 2028.
